Storyline: Monarch began collecting various heroes from across the multiverse for his army. His quest was to find the three strongest of each person and have them all fight to see who would be on his team.
First up were the Nightshades. After their fight, Monarch had to recapture the victor, who'd gone back to her own world. He made an example of her world by blowing up her country.
Next up were the Batmen. Their fight was stopped short when the vampire version appeared victorious.
One of the Supermen rallied the troops aboard Monarch's ship, hoping to team up and defeat him.


Countdown: Arena #2 [20]

Storyline: The revolt against Monarch was squashed quickly. The Rays were taken to the arena next. Ray Palmer of Earth-6 was victorious. Of the Blue Beetles, Earth-26's Scarab cluster won. The Green Lanterns attempted to fight Monarch, but he resisted. Earth-12 won after being the one to survive the blast against their captor. One of the defeated Batmen turned vampire.


Countdown: Arena #3 [19]

Storyline: Russian Superman found some sort of vest / harness that would allow the wearer to travel between worlds. The Starman (-woman) group was taken to the arena. The female (of Earth-7) won with the other two left dead.
JSA Batman (now a vampire) rallied the troops. Breach was given the harness to go to each world and collect other dopplegangers of himself / Monarch. When Monarch returned, the Supermen staged a fight to throw him off Breach's trail.
The Flashes were taken to the arena. Johnny Quick of Earth-3 won. Monarch noticed Breach was missing. The Supermen attacked him. The Wonder Women fought in the arena; Earth-34's won.


Countdown: Arena #4 [18]

Subtitle: All Fall Down

Storyline: The Supermen were placed in the arena. Earth-16's began absorbing energy and fought the others. When Monarch arrived, he blasted him, but to no avail.
Breach's (who'd been working secretly for Monarch) various Captain Atoms and the two remaining Supermen fought Monarch, but were all defeated. Monarch took the Russian Superman for his army. Breach gave the harness to Superman of Earth-31.
The prison break of Monarch's "reserves" worked, but his army was ready.
