Storyline: Superman arrived in Gotham City. Batman gave him 24 hours. Superman stopped a fight, and got an engineer to help him bring power back to the city. When the power blinked, Superman found that Mr. Freeze was siphoning it. After he stopped Freeze and returned to the power plant, the engineer had setup shop as his kingdom - everyone wanted power back first. Superman told Batman he was right and left town.

Storyline: Batman found where Mr. Freeze was hiding out. He'd been bartering power for materials he could burn for fuel. After a fight, Batman was forced to watch Freeze float away on a self-made iceberg when his "ice castle" was destroyed.

Storyline: One of Oracle's agents, a mute girl, put herself in the crosshairs of an assassin aiming for James Gordon. The assassin flinched and failed to take the shot. He killed two of the Blue Boys while escaping. Batman caught Two-Face and threatened him for taking his territory. The mute girl helped Jim and Barbara understand that the assassin was her father, David Cain. The girl stopped him in a second attempt on Gordon's life.

Storyline: When the girl fell from a window with David Cain, Batman saved them. She awakened in his presence. Through a mock fight, Batman helped her to understand that he could take care of Cain and his employer, Two-Face. Cain had taught Batman. Batman stalked and met up with Cain; the girl (masked) got to Two-Face. She took his coin and her father's payment and threw them in between Batman and her father, who were fighting. Cain took the payment and left, Batman was impressed with the girl. He told Oracle to call in the troops.

Storyline: Batman tried to make up with Commissioner Gordon, but all he got was a punch in the face and an order to leave the premises. Oracle introduced the daughter of Cain to Nightwing, Robin, and Azrael. Batman and Nightwing visited the Huntress, who'd been doubling up as Batgirl. He held her responsible for the territory loss and the lives of the six who died defending it. Citing other failures, he asked her to stay out of things. Back at the Clocktower, Batman asked the group for help. Oracle gave the daughter of Cain her approval to everyone. Batman and Robin were to take back Robinson Park; Nightwing was to get control of Blackgate Prison; Azrael and the newly appointed Batgirl were to take down Nicholas Scratch. Barbara gave Cain an outfit.

Storyline: Batman and Robin prepared to go into Robinson Park. First, Batman visited Penguin, who told him Clayface was fencing the fresh, yet out-of-season fruit. Pettit and a group left the Blue Boys after another blow up with Gordon. Batman took Robin into one of his "caves" that he'd had built during his absence. Poison Ivy was being held there by Clayface.

Storyline: Clayface had been holding Ivy, forcing her to grow food for her, and enslaving the children she'd been caring for. Robin began getting the children to safety; Batman began attempting to get Ivy free from the brick-like clay that held her. As Clayface returned, Robin set off explosives that freed Ivy. Huntress joined Pettit's group.

Storyline: On the first day of Summer, Ivy killed Clayface and turned him into compost for her plants. Batman agreed to leave Ivy alone in Robinson Park if she'd care for the children there, keep others out, and grow fresh food for the residents of NML. Gordon asked Montoya to tell Two-Face their relationship was over. Two-Face visited Gordon, gloating that he had Montoya and the rest of her family captive. Bane was approached to return to Gotham City for a job.

Storyline: As instructed by Batman, Batgirl took and held ground at one of the last remaining gas stations in NML. Some gang-bangers arrived with a bazooka to show their strength. They demanded the gas and blew the place up when they found none. After they split, the shop keeper gave Batgirl his last canister of gasoline for helping him stand ground.
